Notice of Commencements are needed for almost all projects in the state of Florida with every given municipality. An NOC is a form that is publicly filed in the county records to signify that construction of some kind is being done. This document not only notifies the city but gives the contractor rights when it comes to the property and agreement made with the owner / contractor. Generally they are only required before the first inspections are needed but in some cases can be requested at initial submittal.
The recording process is done with the county clerk. There is a fee when filing with each county and a copy will be returned with the filing number. That copy is what must be submitted to the city.
There are very few municipalities that require a recorded and certified copy of the NOC. This is also done with the county clerk and will have an additional fee for certification. In this case the recorded NOC will then be stamped and certified by a county official. This copy will then be required for submittal. Please consult with your advisor to see if certification is required.
